1
Cut a 30-inch length of masking tape to use as a guide for cutting tulle strips. Smooth the tape down onto a flat work surface, such as a craft table. Cut a second length of 30-inch tape and place it parallel to and 6 inches above the first strip of tape.

Roll the 6-inch tulle out on the work surface between the tape strips. Lay a metal ruler across the ends of the tape and use it as a guide to cut the tulle. Roll the rotary cutter along the edge of the ruler to cut a 30-inch strip of tulle. Repeat until you have 100 strips of tulle for a 20-inch waist. You will need 5 strips of tulle for each inch of the waist.

Cut a 50-inch length of 2-inch wide double-sided satin ribbon for a 20-inch waist. The ribbon should be 30 inches longer than the waist measurement of the person to wear the pettiskirt.
-
4
Fold a strip of tulle lengthwise in half. Put the folded tulle over the ribbon. Holding both open ends of the tulle to the same length, knot the tulle tightly, securing it to the ribbon. Repeat for all of the tulle strips.
-
5
Push or slide the knots of tulle together, working 5 knotted tulle strips into each 1 inch of ribbon. Secure the tulle to the ribbon with a dot of fabric paint every 2 inches. Use straight pins to hold the tulle strips in place until the fabric paint dries. Remove the straight pins. Tie the ribbon into a bow at the waistline to wear your pettiskirt.

Tips & Warnings
Use the same color ribbon, tulle and fabric paint, so the fabric paint will not stand out.
Cut extra strips of tulle to store away for later use. You can add them when your child grows. The ribbons of the bow tie will be slightly shorter, but it will make the waist of the pettiskirt larger so you can use it for a longer time.
