Go to the Akiba Guard Shop. This is located in Battleon, which can be reached by typing "/location battleon" into the command console. Alternatively, you can type "/location battleon akiba shop" to travel directly to the shop.

Speak to the proprietor of the shop and ask to see his wares.

Scroll down to find the White Chibi Tiger. Click on it and select "Buy." The tiger costs 300AC in game currency.
