How to Remove Red-Eye in GIMP
You can use GIMP, a free graphic design program, to remove red-eye in digital photos. GIMP possesses a "Red Eye Removal" filter that automatically detects and replaces the redness in a picture. For improved results, you can manually select the general eye region before applying the filter. Taking this extra precaution will help in cases where a wanted redness exists elsewhere in the foreground or background of the photo.

Launch the editing software and open the photo you want to adjust. Click on "File" and "Open" in order to view your documents. Select the file you want to work with and press "Open." A GIMP workbook will appear containing your chosen file.

Locate the "Rectangle Select Tool" in the main toolbar and click on the icon. Place your cursor over the top-left of the eye region, double-clicking on that point and dragging the rectangular-select tool down to the bottom-right of the eye area. Let go of your cursor and the area selected will appear bordered by a dotted line.

Select the "Filters" tab and hover your cursor over "Enhance," prompting the display of related effects. Click on "Red Eye Removal" for the corresponding pop-up box to appear. Click on the "Preview" box to see what the change will look like. As needed, increase the threshold to increase the area of redness that will be removed or decrease the threshold to reduce the area of redness that will be removed. Press "OK" when satisfied.

Save your changes using "File" and "Save As." Enter the file name you want to use followed by a picture extension such as ".png" or ".jpg." Press "Save" and the function will take place.

Tips & Warnings
Instead of using the "Rectangle Select Tool," you could alternatively use the "Ellipse Select Tool" or the "Free Select Tool" to select and isolate the eye region within your photo.
You can use the Red Eye Removal filter in GIMP without first making a selection, but if you do so, the pop-up box will provide a warning: "Manually selecting the eyes may improve the results."
