How to Use Skype as Your Primary Phone
Skype has multiple account options to enable you to use Skype as your primary phone. By subscribing to Skype, you can call cellphones and landlines from your computer and other people can call you on your Skype phone number. Once you have a Skype number, people can call you from their phones at a local rate no matter where you are in the world.

Subscribe to a Skype account that will let you call cellphones and landlines from your Skype account. To subscribe, go to Skype's homepage, place the cursor over "Prices," then click on "Pay Per Month." You can choose from a few options, including unlimited calling on your continent and unlimited calling around the world. Click "Buy Now" to purchase a subscription. If you do not already have a Skype username and password, you can set one up when you purchase a subscription.

Set up your online number. Go to Skype's homepage, place the cursor over "Features," then click "Online Number" and "Get Online Number." An online number gives you a local phone number that people can call to reach you. When someone calls you from a cellphone or landline on your Skype online number, your account will ring just like you were receiving a call from another Skype user online. If you are offline when someone calls you, the caller can leave a voice message for you. Setting up an online number is an additional cost, but you may receive a discount with your Skype subscription.

Buy Skype Credit so you can send text messages from your Skype account. Login to your Skype account, then click "Buy Skype Credit." Use your credit card to purchase a certain amount of credit. Text rates vary depending on where in the world the text is being sent. Once you have Skype credit, right click on the contact that you want to text in your contacts list, then click "Send SMS." Press "Enter" to send the text. The text rate will automatically be deducted from your Skype credit.
