How to Win the Lottery in Pokemon Emerald
In the "Pokemon" games, lottery events give you the chance to win rare items that will assist you during game play. In "Pokemon Emerald," the lottery takes place in Lilycove City, one of the largest cities in the Pokemon world. The goal of this lottery is to match the daily number with digits from your Pokemon's identification number. Although it's primarily a game of luck, you can increase your odds by trading with other trainers whose Pokemon bear different ID numbers.

Tips & Warnings
If the last two digits of your Pokemon's identification number matches the daily lottery number, you will win a PP Up item, which allows you to increase the number of times your Pokemon can use a specific move during battles. For example, initially, a Pokemon can use Fire Blast, a powerful Fire-type attack, five times before recharging at a Pokemon Center; however, after using a PP Up item, the attack works more often.
If three digits match, you win an Exp. Share. Usually, only Pokemon that participate in battles gain experience points; however, if you equip a member of your team with the Exp. Share item, it will grow without being in harm's way. Give the item to your weakest Pokemon to develop a more balanced team.
If four digits match, you win a Max Revive, which can awaken a fainted Pokemon and fully restore its health. Save the item for when you're engaged in a difficult battle.
If all of the digits match, you win a Master Ball, which never fails to capture wild Pokemon. Reserve the Master Ball for a high level Pokemon, such as Rayquaza.
