Easiest Way to Get Raikou in "HeartGold"
In the "Pokemon" series, Raikou is an Electric-type Pokemon with a tiger-like appearance. It's part of a trio of legendary beasts, alongside Suicune and Entei. Although some legendary Pokemon remain stationed in specific locations, Raikou roams the land, so you'll need to track its movements before you can capture it. Once Raikou is on your team, it will contribute in battle with its high speed and special attack power.

Release Raikou

Go to Ecruteak City by traveling north on Route 37.

Visit the Burned Tower in the northwestern section of town.

Enter the building and talk to Eusine, a mysterious man, and Morty, the Ecruteak gym leader.

Defeat your rival, who will challenge you when you walk toward the ladder.

Use the ladder to reach the basement floor of the tower.

Approach Suicune, Entei and Raikou. They will flee from the tower.
Capture Raikou

Use the Pokegear's map feature to locate Raikou.

Walk between different routes and cities until you end up on the same route as Raikou.

Explore the tall grass until you encounter the beast.

Use a Master Ball to capture Raikou immediately.
If you don't have the Master Ball, use an attack or ability that will prevent Raikou from running away as soon as the battle begins. For example, Wobbuffet's Shadow Tag and Trapinch's Arena Trap abilities will thwart attempts to escape. After you lower Raikou's health, use Fast Balls and Ultra Balls to subdue it.

Tips & Warnings
The Master Ball never fails to capture a wild Pokemon, even if the creature is at full strength, so using it is the easiest way to capture Raikou. However, the Master Ball is also the rarest type of PokeBall, so you might want to save it for another legendary Pokemon.
Raikou is at Level 40, so bring Pokemon of equal or greater strength. It has partial resistance to Flying-, Steel- and Electric-type attacks, but it is weak to Ground-type moves.
Once you and Raikou are on the same route, spray Repel. This will ward off weaker Pokemon and increase your chances of encountering Raikou.
