How to Write a DVD From a Video Disc
A video disc is often in the format VCD. If you want to take a movie from a VCD and make it into a DVD so you can play it on an external DVD player, you'll need to first "rip" the movie from the disc to your computer. You can then use the native program Windows DVD Maker to write the video to a DVD.

Download and install a program that can rip VCDs. Place the video CD in your CD drive and select it in the program. Select and output format such as "WMV." Click the "Convert" button to rip the VCD to WMV.

Eject the VCD by pressing the button next to your CD drive. Take out the video CD and put a blank DVD in its place. Press the CD button to insert the tray back into your computer.

Select the "Burn a DVD video disc using Windows DVD Maker " option when it appears on-screen.

Click "Add file" to add the video from the CD you ripped. Click "Next" in the main screen to move to the Ready to Burn page. Click "Burn" to begin writing to DVD.
