PayPal is an eBay-owned company, and as such it serves as the base payment option for auctions and sales that occur on eBay. Users who link a PayPal account to their eBay account gain the ability to open an eBay store and may list certain items which are not allowed for users that don't have a PayPal account added. Once the accounts are linked, PayPal can be used as a default payment option for any listings you create on eBay.
