How to Get Psychic TM in "Pokemon HeartGold Version"
The "Pokemon HeartGold" version of the Pokemon games for Nintendo DS has several skills to teach the Pokemon. The Psychic TM, otherwise known as TM29, is a free psychic skill given to any Psychic-type Pokemon that you wish to teach the skill. Unlike the other TMs, or technical machines, for psychic skills, which require you to buy something, TM29 only requires you to go to the appropriate house in Saffron City.

Beat the Elite Four in the game. Once the Elite Four are defeated, you can catch the S.S. Aqua to Vermillion City. Go up one route to travel to Saffron City.

Look for the house on the right-hand side with a sign out front. Except for the sign, the house looks like any normal house in the game.

Walk into the house and talk to the fisherman inside. The fisherman will give the TM29, or psychic TM, to you. Teach the psychic TM to your psychic Pokemon. The skill gives your Pokemon the ability to lower the defenses of other Pokemon during a battle.
