How to Get a Rail Pass in "Pokemon Silver Version"
In "Pokemon Silver," your quest to become a Pokemon Master will span two geographical regions -- Johto and Kanto. Initially, the S.S. Aqua, a cruise ship, ferries you between the regions. However, later in the game, you have the option of using the Magnet Train, a more convenient form of transportation. Before using the Magnet Train, you must earn the Rail Pass by completing a series of tasks.

Travel to Route 9, which is east of Cerulean City in the Kanto region.

Go to the east end of the route and use Surf to travel down the river until you reach the Power Plant.

Enter the Power Plant and talk to the manager. He will tell you that someone stole the Machine Part item from the plant.

Travel through Route 9 to return to Cerulean City.

Visit the Cerulean Gym, which is a large building in the middle of the city. At the door, you will meet a shifty Team Rocket member. He will run off.

Enter the gym and search the bridge that extends across the room until you locate the Machine Part.

Return to the Power Plant through Route 9.

Talk to the manager. He'll take the Machine Part and use it to restore power to the Kanto region.

Go to Saffron City, an area north of Vermilion City.

Visit the Mimic Girl's house in the northwest section of town.

Go to the second floor and talk to the Mimic Girl. She will explain that she has lost a Poke Doll.

Travel south to Vermilion City.

Visit the Pokemon Fan Club, which is a building north of the Vermilion Gym.

Talk to the man near the Clefairy Doll. He will give you the doll.

Return to the Mimic Girl's house in Saffron.

Receive the Rail Pass from the girl in exchange for her Poke Doll.

Tips & Warnings
The Magnet Train runs from Saffron City in Kanto to Goldenrod City in Johto. The train leaves whenever you arrive.
When you return the Machine Part to the Power Plant, the manager will reward you with TM07- Zap Cannon, an inaccurate yet powerful Electric-type attack.
After the power returns to Kanto, visit Lavender Town for a radio upgrade. You'll need it for future events.
