How to Make an Animated Spray in "Team Fortress 2"
"Team Fortress 2" is an online first-person shooter game in which players compete against each other by capturing points or flags, or simply by killing one another. The game allows for custom "sprays," or pictures that can be put in the game world for other users to see. Players also can make animated sprays by following a few simple rules and gathering a few tools to create the animation.

Creating the Image

Open image-editing software (such as Paint, Photoshop or GIMP) and create a new image of 64-by-64 width-height specifications.

Draw frame one of your animation and save it as "1," "Image1" or something similar in the order you want to have the animation displayed. Save this file as a .tga file.

Draw a few more frames of animation and save them in the order you want the animation to be displayed. Make sure to save these as .tga files. The number of frames should not exceed four or five because sprays cannot exceed 512 kilobytes in size.

Download and install VTFLib.

Run VTFLib and order the .tga pictures from first to last in the program. Save the image as a .vtf file.
Using the Spray

Move the newly created .vtf file to the Steam TF2 spray folder, usually located in "Steam\steamapps(username)\team fortress 2\tf\materials\VGUI\logos".

Run "Team Fortress 2" from Steam.

Click the "Options" button and choose "Multiplayer."

Click the "Import Spray" button and select your newly created animated spray.

Play the game and use the spray on walls and floors for all to see.

Tips & Warnings
You can have as many frames, and make the animation as large, as you want, but the .vtf file cannot exceed 512 kilobytes, so you will need to test the spray until you have the correct file size.
