Windows 7 includes localization features that allow the operating system to be used in a number of different counties. Additionally, Microsoft offers installable language packs to include even more languages. That way, your copy of Windows 7 Home Premium is displayed in your native language. Changing the language is simply and can be done via the Control Panel.
Open the Start menu, and select "Control Panel."
Select "Clock, Language, and Region." Select "Regional and Language Options." Click "Keyboards and Languages."
Select the desired language within the "Display Language" drop-down menu. Click "OK" to save the settings.
