In "Pokemon Sapphire" for the Game Boy Advance, you can explore underwater once you receive HM08. HM08 is a Hidden Machine that is used to teach Pokemon the move Dive. When Dive is used in battle, the monster dives underwater, becoming invulnerable for a turn and bursts up to slam its foe. HM08 is found late in both "Pokemon Sapphire" and "Pokemon Ruby." Some examples of Pokemon that can learn Dive include Huntail, Cloyster and Totodile.
Surf on the back of a Pokemon to Mossdeep City. If you have already visited Mossdeep City, save time by using a Pokemon that knows the move Fly to instantly transport yourself there.

Talk to Stephen, and he will give you HM08.

- If you return to Stephen's house after defeating the Elite Four at the end of the game, he will give you a Steel and Psychic Beldum Pokemon as a gift.
