How to Make a Frame in GIMP
Many people like to use their photos on their web pages. While you often can just load them as they are, you can make them more interesting by adding decorative touches. For example, if the photos are of your family, you might want to add frames around them. You might think you would need expensive software for this, but the freeware application GIMP has the tools you need for this.

Load the photo you want to add a frame to onto your computer.

Click on the desktop shortcut to start the GIMP application. Select "File" from the menu and choose "Open." In the dialog that appears, locate the image you want to add a frame to and open it.

Select "Filter" from the menu and choose "Decor." From the options, choose "Border." A dialog will appear.

Set the "X" and "Y" size to what you want and choose your color. Click "OK" and save your work.
