How to Change Your Business to Minority-Owned
A business can receive special programs if the majority of workers or owners are socially and economically disadvantaged individuals. If your business is 51-percent owned or controlled by a minority base, you can register to become a minority business enterprise through a certification application (Reference 2). Your business can receive this certification either through the Small Business Administration or through the Department of Transportation. If your business cannot receive certification through either of these entities, the business can receive certification through the Environmental Protection Agency's Office of Small Business Programs (Reference 1).

First apply for certification through either the Small Business Administration or the Department of Transportation. File an application to establish that your business is 51-percent owned by socially and economically disadvantaged individuals for a minority-based enterprise. Show through your bookkeeping records that you have an initial and continued personal net worth that is lower than $750,000 (Reference 1).

Include certifications that your business can claim minority-based ownership. The certifications should detail the disadvantaged status of each individual in your business. Provide a sworn affidavit that can attest to the accuracy of the information on the application. If you are filing an application with the EPA, include the denials of certification from the other federal and state agencies (Reference 1).

Wait 15 days for the EPA's decision on the application. Provide additional information if the EPA makes such a request so it can further evaluate your minority-based status for your business. Receive the EPA's decision regarding certification within 30 days from the time you submitted the application and material (Reference 1).
