How to Get a USDA Permit

A U.S. Department of Agriculture permit allows you to ship certain veterinary biological products and plant products through the United States strictly for interstate transport. Depending on the type of health permit you need, you will have to file an application process either through the mail or through the USDA ePermits system over the Internet. You can obtain permits such as an animal health permit concerning medical products for domestic animals; veterinary biologics permits; biotechnology permits for importing or releasing genetically engineered organisms; and plant health permits for the transport of parasitic plants and plant pests.

      File for a USDA permit online. Go to the USDA Animal and Plant Health Inspection Service website (aphis.usda.gov). Choose the type of permit you want: veterinary service, veterinary biological products, biotechnology or plant health. If the category has subdivisions concerning permit types, choose the best permit that fits the type of product transport you require.

      Access the USDA eAuthentication system to process the permit request by clicking on the permit type. You will need to create an account with the USDA to submit electronic forms. Click on the "Create an Account" link to start the account creation process. Follow the steps to create the account as a USDA federal employee. File the account electronically once you complete the account creation process.

      Create an eAuthentication account if you are only a USDA customer and not a USDA federal employee. Determine which level account access you require. If you wish only to obtain information, participate in surveys or use USDA web applications, choose Level 1 access. For filing electronic forms, entering into a USDA contract and conducting electronic business transactions, you will need a Level 2 account access. Register for level two access to file the permit application. Upgrade to a Level 2 account if you already have a Level 1 access account.

      Download the PDF file if you wish to file the application through the mail. Select the type of permit you want to file, making sure you have the most up-to-date Adobe Reader application. Print the PDF file and complete the application information. Mail the application to the correct USDA Animal and Plant Health Service Inspection department indicated on the application at 4700 River Road, Unit 148 Riverdale, MD 20737.

  • You can create an account through the eAuthentication accounts process only if you are not part of a business, corporation or other organization.

  • To file for a biotechnology permit or notification, you will need to fill out an online application. Mail applications will not be accepted.
