How to Use Internet for Cell Service
Setting up a phone line over the Internet is becoming a more common practice. It is a cheap way to make international calls, chat with a video phone, or have a number available to give to people that you do not really want to have your number. Having phone calls over the Internet makes it easier to screen calls, and decide when you want to speak to someone over the phone.

Find a portable device that can pick up wireless Internet signals, such as a laptop, smartphone or other device. This device must have a speaker as well as a microphone.

Upload the appropriate software. As of 2011 the major companies dominating the Internet phone service were Skype and Google. Both companies have created software that is available to be uploaded on a portable wireless device and then use the Internet to call land or mobile phone lines. Skype has packages starting at around $3 a month that allow for unlimited talk for calls to the United States and Canada. As of 2011 Google offers their Internet phone service for free.
If you plan on using a portable computer to make phone calls, the software can be downloaded directly from the website. If you are using a smartphone or an iTouch, or other products that are able to upload apps, then both Google and Skype have an app that you are able to download.

Set up an account with the service. Both companies will require your basic information which will include: name, email, and password. Skype will ask for additional information for payment so you will be able to call landlines and mobile phones. After you finish setting up the account, the company will issue you a new telephone number. Remember this number can only be used if there is an Internet connection in the area that your mobile device is picking up.

Set up the appropriate voice mail or messaging service so you will be able to receive messages and missed calls if you were out of a wireless range.

Test your phone line. Internet phone services have a small delay when talking. Make a couple of test phone calls to get used to the delay. People on the other end will have no problem talking over you, simply because they can't hear you just yet. Announce first that there is a delay and apologize for the problem before there is any other confusion.

Distribute your number and make calls. Now that you are comfortable with the phone service, you can now use it for your daily use. It is now safe to give your number to other people so they can call.
