1
Pick a theme for the party. Since 21 is the legal drinking age, a cocktail party or casino night are good themes. Other ideas include an outdoor pool party or a barbecue.
-
2
Pick one or two other people to plan the party with you -- it's always good to have some help. Organizing with too many people makes it more likely the birthday girl will find out.

3
Buy invitations for the birthday party, or send electronic invitations. Make sure to make it clear that it is a surprise party. Consider calling guests to make sure everyone is keeping the surprise under wraps.
-
4
Buy decorations and food to fit the theme. If you live with the birthday girl, find a place to stash the items. Make a plan for getting your friend to the party. For example, make plans to go to dinner with her that night, but take her to the party venue instead.

5
Decorate the party spot and make everything ready for your guests. One planner should stay back to entertain guests, while the other should be in charge of getting the guest of honor to the party. Coordinate over the phone about the time you'll be arriving. Have all the guests yell "surprise" when the birthday girl arrives.
