How to See the Other Person on Skype
In addition to letting you chat via text and with voice calls, Skype allows you to call non-Skype phones, send SMS texts to friends' mobile phones and even engage in video calls with other Skype users. The configuration of video calls can work in several ways: you can see your friend, your friend can see you, or you can both see each other. Your friend has to choose to allow you to see him in one of two ways.

Open Skype. Log in if you have not already done so.

Click your contact's name in Skype's left panel. The main portion of Skype changes to display your recent activity with this contact.

Click the green "Video call" button above your recent activity with your contact. This initiates a video call with your contact. She now has three choices: to accept the video call (which allows you to see each other), accept the call with voice only (which lets her see you) or to decline the call.

Tips & Warnings
Your other option for seeing your contact is to ask him to initiate a video chat with you. You then have the choice of accepting with or without video or of declining the call. If you decline the call, however, you will not be able to see your contact.
Inform your contact via Skype's chat feature that you want to initiate a video call with him before you do so. This lets him prepare for the call.
