The U.S. Department of State sets in place strict rules and regulations regarding passports. A lengthy application, proof of identification, proof of citizenship and two passport photos must be sent to the Bureau of Consular Affairs before a passport is issued to any U.S. citizen. Photos are placed inside of each passport issued as further proof of identity when you use your passport to travel internationally.
