How to Put an App on My iTouch
Apple's iPod touch runs applications built for iOS. In order to install apps on your iPod, you will need to sync the device with your computer. The ITunes software on the computer manages your app library and runs the iTunes App Store for buying and downloading new software. In addition to downloading apps directly into iTunes, you can also add in existing app files transferred from an old install or another computer, then sync them to your iPod touch.

Open iTunes on your computer and log in to the iTunes store. Browse or search to find an app you want.

Press "Buy App" to purchase a paid program or "Free App" to download free software. Wait while the app downloads.

Drag any existing app files not indexed by iTunes into the iTunes library window to add them. You may have these leftover files if you reinstalled iTunes or moved your apps to a new computer.

Attach your iPod touch to the computer with the USB cable. Click on the device's name in the iTunes sidebar to open its settings.

Click the "Apps" tab in the iPod's settings and check the "Sync Apps" box.

Check the box next to each app you want to add to your iPod touch. Use the display to the right of the list to organize the way the apps will appear on the device.

Press the "Sync" button and wait while the apps transfer. After the computer says the sync is complete, disconnect the iPod and check that your apps have installed.

Tips & Warnings
This method also works for installing apps on an iPhone or iPad.
If you already purchased an app on the computer previously but can't access it to sync right now, you can re-download the app directly from the iPod's "App Store" app. As long as you log in to the same account you bought it with, you won't be charged again.
