How to Retrieve a Desktop Recycle Bin
By default, the icon for the recycle bin is on the desktop. This allows you to easily empty or recover the contents. Windows does provide an option to hide this icon from your desktop. If this is enabled, you will not be able to quickly clear or retrieve items from the recycle bin. To restore this icon back on your desktop, you can simply unhide it through the personalization options.

Click "Start." Type "Personalization" in the Search box and press the "Enter" key. This opens a new window on your screen.

Click the "Change desktop icons" link on the left pane. This opens a Desktop Icon Settings window.

Click to place a check in the box next to "Recycle Bin" and press the "Apply" button. Change takes effect immediately.
