How to Ban IP Addresses
The Firewall utility in Windows 7 allows you to easily ban Internet Protocol (IP) addresses of your choice. All computers on the Internet have a unique IP address that distinguishes them from one another. Once you have banned an IP address, the computer assigned that IP address will be not able to connect with your computer in any way. Administrator rights are required on the computer on which you want to ban IP addresses.

Click "Start" and then click "Control Panel."

Double-click "Windows Firewall" icon on the Control Panel window.

Click "Advanced settings" on the left-pane of the Windows Firewall window.

Right-click "Inbound Rules" on the left-pane of the Windows Firewall with Advanced Security window and then click "New Rule."

Click to select the "Custom" radio button on the New Inbound Rule Wizard dialog box that opens and then click "Next."

Click to select the "All programs" radio button on the "Does this rule apply to all programs or specific programs?" screen and then click "Next."

Click "Next" on the "To which ports and protocols does this rule apply?" screen.

Click the "These IP address" radio button below "Which remote IP addresses does this apply to?" and then click "Add."

Type the IP address that you want to ban in the "This IP address or subnet:" box on the IP Address dialog box that opens and click "OK." Similarly, add other IP addresses that you want to ban.

Click the "Block the connection" radio button below "What action should be taken when a connection matches the specified conditions?"

Click the "Domain," "Private" and "Public" check boxes below "When does this apply?" and then click "Next."

Type a name for this rule in the "Name" box (for example, BanIP) and then click "Finish."

Right-click "Outbound Rules" on the left-pane of the Windows Firewall with Advanced Security window and then click "New Rule." Follow steps 5 to 12 to create the Outbound Rule.
