      Choose your frame and matte board. Use colors that will enhance your photo. Many people opt for a neutral color matte, but there are no rules.

      Cut the matte board to the frame size. Use the dimensions of the opening in the back of your frame as a guideline. Draw these measurements on the matte board. Cut along the measurement lines as accurately as possible with the utility knife. Your matte will now fit into the picture frame.

      Determine the size of your artwork. Reduce these dimensions by 1 inch on each side to leave a 1 inch edge around the photo behind the matte to use to attach the picture to the matte. Draw these window measurements on the backside of the matte board you have just cut, measuring from the outside edges of the frame-sized matte. You are creating the guidelines for the window opening in the matte board that will surround and border the photo.

      Grip the knife firmly. Cut along the lines you have drawn for the window opening. Use the ruler to maintain a steady guide for your cut. Take care in cutting the corners. Always use a fresh blade to achieve a precision cut on your matte. It may take several passes though the matte board with the knife to get a clear cut. Your matte is done.

      Lay out the frame parts and hardware for your metal frame kit. Follow the manufacturer's instructions in assembling the picture frame. Metal frames provide an inexpensive way to get a professional look and come in different colors and styles. They are strong and long lasting. Purchase a piece of glass at your local craft store to cover your photo if your kit does not come with glass.

      Lay the glass in your assembled frame. Put the matte, right side facing out, against the glass. Place your photo against the matte with the right side facing through the glass. Attach the photo to the matte using pieces of acid-free tape, and secure the frame's back.
