1
Use a putty knife to scrape off the bottom corner of the border and then grab a hold of the paper and pull up at a 10 to 15 degree angle, being cautious not to peel off the outer layer of drywall, if applicable.
-
2
Use a sponge, spray bottle or paint roller to wet the border with hot water, one 3- to 5-foot section at time. Allow it to soak in for approximately five minutes and then scrape it off, and repeat wetting and scraping as necessary. You can also use a wallpaper solvent, which may need to be diluted with water first; read the instructions on the label.

Use a wall paper perforating tool that you simply roll across the border to roughen it up, or sand it with coarse sand paper, if it's not absorbing the water or solvent. Then, wet your paper with the hot water or solvent and scrape it off with the putty knife.

Tips & Warnings
Lay a drop cloth, plastic sheeting, or a old sheet to catch the border as you drop it. You can also rent a wallpaper steamer to remove the border, but only use it on plaster walls. Carefully follow all safety and use instructions that come with it.
If you have dry wall, don't get it too wet. Moisten the border just enough to soak through the paper and adhesive to soften it so you can effectively remove it. Don't let the water or solvent drip down the wall.
