How to Make Miniature Crepe Paper Flowers
Crepe paper is a form of tissue that has been treated with a stiffening agent. It is a useful material for paper craft projects because it is brightly colored and holds its shape well. Making crepe paper flowers is a particularly popular form of paper crafts that is easy to do, requiring only the crepe paper and a twist tie. Cut three or four squares of crepe paper. Each square should measure 3 inches to a side. The paper colors can be whatever you like.

Stack the squares on top of each other.

An accordion shape made of many narrow folds. Fold the pile of crepe paper into an accordion shape.

Wrap the end of a green twist tie around the middle of the crepe paper to form the stem. It should look like a bow tie.

Pull the ends of the crepe paper up and separate the individual layers.

Grasping the flower at the base, shape and crumple the crepe paper into a flower shape.

Tips & Warnings
To make full-sized versions, scale up the paper squares and use a pipe cleaner in place of the twist tie.
