Liquid eyeliner is more exact in its application, but requires users to have a steady hand. Powder eyeliner, applied with a makeup brush, displays a smudged look.

      Sharpen the eyeliner pencil. Sharpening the pencil allows for a more precise line and cleans the pencil.

      Shake the liquid eyeliner. Liquid eyeliner comes in a small bottle or container similar to what holds mascara. This allows the eyeliner to spread evenly on the applicator.

      Dip a narrow, angled eyeliner brush into the loose, cake or eyeshadow powder. The eyeliner brush is small, flat and angled for various powder applications. Certain loose or cake powders require water for use.
