Steal cash from pedestrians. If you want to take money from citizens of Liberty City, you'll have to kill them. This method is hit or miss, as not all people carry money, but you can try this tactic to quickly gather money.

Rob someone at the ATM. Block off a street so no cars can get through. Wait until a pedestrian is withdrawing money from the ATM, then kill him or her. The blocked roadway assures no ambulance can arrive to revive the person. Collect the victim's money, turn around and walk away. Go back to the ATM and the money should reappear. Repeat this process to collect money endlessly.

Work for your friends. Deliver taxi fares for Roman, steal cars for Brucie and deliver packages for Jacob. The missions are simple and your friends pay you for each job. Simply open your contact list, choose the friend's name and select the "job" option.
