1
Rummage through your own wardrobe for a large white shirt. If you don't have one, ask a friend or significant other if you can look through their closets. If you can't find or borrow a shirt that will work, look in department stores and secondhand stores. Buy or borrow a pair of knee-high black or brown boots.

2
Lay the 3-foot by 18-inch black fabric on your work space so the 18-inch edges are on the left and right and the 3-foot edges are the top and bottom. Make a tiny pencil mark on the top edge of fabric 3 inches from the left edge in the top left-hand corner. Make a mark on the left edge of the fabric 6 inches from the top in the same corner. Draw a straight line between the two points. Cut along this line and discard the small triangle. Repeat in the top right-hand corner.

3
Cut a 1/2-inch hole in the bottom left-hand corner, 1 inch from the bottom edge and 1 inch from the left edge. Cut another 1/2-inch hole 1 inch above the previous one. Repeat until you reach the top of the left edge. Repeat on the right-hand side.
-
4
Cut an 8-inch-long horizontal slit that starts 10 inches from the left edge and 2 inches from the top edge. This slit should run parallel to the left edge of the fabric. Repeat on the right side. Your arms will go through these holes when you wear the waistcoat.
-
5
Wear the large white shirt and the waistcoat. Thread one of the 5-foot by 1-inch black ribbons through the bottom hole on the left-hand side of the waistcoat, then thread it through the bottom right-hand hole. Pull the ribbon tight, so the waistcoat closes up and you have 2 1/2 feet of ribbon coming through the left hole and 2 1/2 feet through the right. Cross the ribbon that is on the left across to the right and thread through the next hole up. Cross the ribbon that is on the right across to the left and thread through the next hole up. Continue crisscross lacing as you would a pair of shoes until you reach the top of the waistcoat. Pull the ribbon as tight as possible each time. When you reach the top, tie the ribbon in a firm bow. Unbutton the shirt buttons that sit above the waistcoat.

Lay the 4-foot by 16-inch black fabric so the 4-foot edges are the top and bottom. Cut a 1-inch slit in the top left corner of the fabric, 1 inch from the left edge and 1 inch from the top edge. Cut another 1-inch slit 2 inches to the right of the first. Repeat until you reach the right edge.
-
7
Sew the 16-inch-long left edge of the 4-foot by 16-inch black fabric to the 16-inch-long right edge using a backstitch. Turn inside out so the rough edge and stitching are on the inside.
-
8
Thread the second 5-foot by 1-inch black ribbon through one of the holes, then weave it in and out of the holes until you have taken the ribbon the whole way around. Put the skirt on and pull the ribbon tight and tie it in a bow.
-
9
Cut an eye patch out of the 4-inch by 4-inch black fabric. An eye patch is a triangle shape with slightly curved edges. Cut a 1/2-inch hole near the left side and another near the right side. Thread the 2-foot by 1-inch black ribbon through the left hole and fasten it with a knot. Put the patch over one eye and take the ribbon round the back of your head. Pull the other end of the ribbon through the hole on the right side and fasten with a knot. Cut off any extra ribbon.
-
10
Wear your fishnet pantyhose and knee-high black or brown boots.

Tips & Warnings
Wear your hair down in a messy, tousled fashion. You could braid small sections of your hair near the front and tie them with colored ribbons.
This outfit would fit a size 8-10 female. Vary the size of the black material to make it larger or smaller depending on your own size.
Use colored ribbon instead of black for a bolder look.
