Search the Internet or look in a local phone book for the telephone number for the state Environmental Protection Agency (EPA).

Phone the EPA office or personally visit the office and request the forms necessary to receive a replacement of an HVAC freon certificate.

Fill out the required paperwork and return it to the EPA office. Send any required fee with the application if necessary.

Make a copy of the certificate once a replacement is received.
