All registered vehicles must have auto insurance coverage in North Carolina.

The Vehicle Financial Responsibility Act of 1957 requires that all motor vehicles registered in North Carolina be covered by an automobile liability insurance policy at the time of registration. The liability insurance must also remain effective with continuous coverage for as long as the vehicle is registered in the state. If the owner of the automobile allows his insurance coverage to lapse, the insurance provider has a duty to report the owner for the lapse of coverage.

      Notify the Division of Motor Vehicles. When the owner of a vehicle does not pay for his car insurance, resulting in a lapse of automobile liability insurance coverage, his insurance agent must report this lapse to the Division of Motor Vehicles. The insurance agent should have reported that the owner had purchased insurance upon registering the vehicle, and he should report to the same place when the owner lets his insurance lapse.

      Report the owner of the automobile to the DMV Liability Insurance Unit. If you are not an insurance agent, you may be able to report the owner through the Department of Transportation website. The DMV Liability Insurance Unit Handles all incoming emails regarding liability insurance issues. If you have the license plate number and the VIN number for the vehicle, include that in the email form. Enter your name, telephone number and email address. Indicate whether you want to make an anonymous report, and then type into the form what you want the DMV Liability Insurance Unit to know.

      Report the owner of the automobile via telephone. North Carolina's DMV Customer Service Office takes telephone calls at 919-715-7000.

      Report the owner of the automobile through the mail. Include pertinent information, such as the owner's name. If you have the license plate number and VIN number for the automobile, include those in your report. North Carolina's DMV accepts mail at the following address:
