Birthdays are special events in the life of teenage girls and boys. To celebrate a girl's 14th birthday, you may plan a Sweet 14 party. In some areas of the country, turning 14 is the transition age when kids leave middle school and enter high school. The key to planning a Sweet 14 party is to plan ahead and organize the party.       Create a guest list. Start by typing up the names, mailing or email addresses and phone numbers of the party guests. This helps to estimate how many guests you need to entertain.       Put together the Sweet 14 party budget. You can put together your budget one of two ways. First, you can determine a lump-sum amount you have to spend on the party. Then break this total budget down into line items for each product or service you need to buy to throw the party. The second way you can put together your budget is to list all of the products and services you need to buy to put the party together. Then research the cost of these products and services and then assign each line item an expense range. Total all of the line items for a total event budget.

      Verify a date and time for the party. Also pick a few backup dates in case your first choice is already booked at the venue where you choose to host the party.

      Identify a theme for the party. This will help you narrow down choices of venues, decorations and party favors. For example, if you choose an '80s theme party, you may choose a roller skating rink for the party venue, buy neon glowing party decorations and hand out neon glow sticks as party favors. Your invitations may have a verse that includes popular sayings in the '80s and invite guests to come dressed in their favorite '80s outfit.

      Verify the party location. If you need a location bigger than your home, consider the theme of your party and the number of guests, to find venues that you can work your theme into and that will hold the number of guests you have on your list. For example, if you choose a Cinderella theme and three historic mansions in your area rent event spaces, look at these venues and find out information about renting them.

      Hire party vendors. Using your budget as a guide, find two or three vendors for each product or service that you need. Schedule appointments to interview the vendors, see samples of their work and obtain references of other Sweet 14 party clients for whom the vendor has provided his product or service.
