How to Get an Igglybuff in "HeartGold"
Although hundreds of Pokemon are available in "Pokemon: HeartGold," you cannot capture many of them. Unlike wild Pokemon, you will not encounter them in the forests and tall grass. Instead, you must get them through a variety of other means. For Igglybuff, the youngest in the three-tiered evolution to Wigglytuff, you'll need to engage in Pokemon breeding. The breeding centers have been around since "Pokemon: Gold," and many players who have reached "HeartGold" will already be familiar with the breeding process.

Capture both a male and a female Jigglypuff. You can find them along Routes 3 and 4, as well as in the Forest Lake and Flower Garden of the Safari Zone. Attack them until they're health meters turns yellow or red and then toss Pokeballs at the Jigglypuffs to capture them.

Take the male and female Jigglypuffs to the Breeding Center, which can be found along Route 34. Speak to the breeder and hand over your two Jigglypuffs. It will take anywhere from a few minutes to several hours for them to produce an egg.

Return to the Breeding Center and speak with the breeder. He may tell you that he needs more time, or he might hand over an Igglybuff egg. Keep the egg in your inventory. It may take a while before it hatches.

Walk a total of 5,355 steps to hatch the Igglybuff egg. You can spend this time walking in circles, catching more Pokemon or following the main quest. It doesn't matter how you spend your time, as long as you keep walking. Once the egg hatches, your Igglybuff will be ready to fight in your entourage.
