1
Use a moisturizing shampoo made for children. These shampoos don't sting the eyes and have emollients and lubricants that soften hair. These moisturizers make it easy to comb the toddler's hair.

2
Rinse out shampoo with cool water. This is probably the best thing you can do to fix toddler's frizzy hair. Hot water dries out the hair making it brittle and hard to comb. Cool water relaxes or smooths the cuticle so the hair lies as flat as possible, which makes the hair have fewer tangles.

Use a wide-tooth comb to comb the toddler's hair. Start at the ends of the hair and slowly move up the hair strand to get rid of all the tangles.

4
Towel dry the child's hair. Hot blow dryers may hurt a toddler's tender scalp, and the hot air will dry out the hair, making it rough and harder to comb. If you must use a blow dryer, only use it on the lowest setting to prevent burning the child's hair or scalp.

Apply a small amount of oil to the hair. Pour a dime size amount of olive oil or coconut oil into your palm and massage it into the toddler's hair. The oil softens the hair making it more manageable.
