1
Measure the circumference of your head. Use this measurement to draw a circle on a piece of black poster board. Draw a larger circle 2 1/4 inches from the original circle. Cut the poster board along the inner and outer circle. This will be the brim of your hat. Keep the inner circle to use as the top of the hat.
-
2
Draw a rectangle on a separate piece of poster board using the measurement taken in Step 1 for the length and 10 inches for the width. Cut out your rectangle and lay aside.

3
Place the poster board pieces on black felt. It may take more than one sheet of felt per piece. Using a piece of chalk or white fabric pen, trace the poster board pieces onto the felt. Cut the felt along the traced line. Glue the felt to the poster board.
-
4
Sew the ends of the rectangle together, making a cylinder. Remember that the hat should be 10 inches tall once you're done. Sew the top piece of the hat to one end of the cylinder starting from the inside working outwards. Finally, sew the brim to the ouside of the other end of your hat. You should now have a basic black top hat.

5
Paint the hat using white and gray acrylic paint. The idea is to give the hat an aged, dusty look while allowing some of the black to remain visible. To accomplish this remove as much of the paint from your brush as possible before painting your hat. This will prevent certain areas of your hat from having globs of paint.
-
6
Pull apart several thin layers of quilt batting. Spray the outside of your hat with spray glue. Attach the layers of batting to your hat to give the illusion of spider webs. Place a few plastic spiders on your hat to complete the look.
