1
Open your video file in a video editing software program. If your video file does not automatically appear in your video editing software program, you will need to import the appropriate file. Go to File > Import and follow the appropriate dialogue box to the necessary video file.
-
2
Place the video file in the timeline of your editing program. Most programs will allow to drag and drop the video file into the timeline once the file is imported. Simply place the mouse over the file, hold the mouse and drag the file to the proper spot in the timeline and release the mouse.

3
Move the video file to the right in the timeline giving approximately 30 seconds of time between the start of the video and the playing of the video file. This time can be extended if the content usage rules are lengthy.
-
4
Place your cursor at the beginning of the timeline and select the Text Tool. The location of this tool within the editing program will vary dramatically, but is usually found near the motion and special effects settings.
-
5
Type the content usage rules into the timeline using the Text Tool and apply them to the timeline according to your specific editing program's instructions. You may also add special effects to the text at this stage, such as scrolling text or text that fades in and out as the content changes.
-
6
Play the video in the viewer of the editing program and ensure that the text flows smoothly, is easy to read and leaves the audience enough time to absorb the rules.
-
7
Export your video once the text is finalized. The video must be exported in order to create a playable video file from your timeline. Export the file at the highest quality possible and use the MOV file type with the .mov extension. Once the highest quality file is created, you can make smaller versions for the web or mobile devices using video playback software.

Tips & Warnings
If you're program does not have text editing or you wish to add graphics to your content rules, simply create an image file in a photo editing software program containing your text and any additional graphics. Save the file in a JPG format and import the image to your video editing software using the same techniques for importing video files. Simply place the file in the timeline for the proper duration before the video content starts.
