The federal Low Income Home Energy Assistance Program (LIHEAP) is managed by state welfare offices and state departments of social services. Many states now offer online application services that help speed up application process while reducing paper waste. LIHEAP eligibility varies from state to state. Factors such as annual income, the number of persons in your household, average cost for heating and cooling, and other financial assistance you receive help determine your eligibility.       Fill out an online application for LIHEAP assistance if your state provides online application services. Otherwise, you may have to print out and send an application or request an application by email or contacting the department of social services office by phone.

      Provide income information, average cost for utilities such as gas or electric and the number of people in your household. You also may be required to mail in copies of utility bills, utility termination notices, payroll stubs and Social Security cards or proof of citizenship.
