Consider how much you want to carry and look at the options for bags. Make sure the rack accommodates the pack or panniers you want to attach. Be sure you can get them on and off the rack easily.

Consider front-mounted racks that ride over the front tire if you are going to pack a lot of weight; it keeps the bike more stable and easier to balance than having the weight on the rear.

Figure out whether or not your bike has a long enough chainstay (the distance your foot will travel backward on the pedal) to allow for a rear-mounted rack.

Check to make sure the rack fits on your bike and gives you enough tire clearance. Some racks for mountain bikes may not fit road bikes.

You can also get elastic straps for your rack that will allow you to carry things without having bags. So if you've got a quick trip and only want to take your lock, you can just strap it to the rack.
