How to Get a Title for a Golf Cart When it Doesn't Have One in Michigan
According to the Michigan State Police Department, most golf carts are considered off-road vehicles and must be titled. Some golf carts are designated as low speed vehicles in Section 257.25b of Michigan Compiled Laws; a low-speed vehicle is electrically-powered, cannot exceed 35 miles per hour and carries no more than four passengers. Gas-powered golf carts are not considered low-speed vehicles and cannot be driven on the road. However, whether electric- or gas-powered, off-road or on-road, golf carts must be titled and registered with the Michigan Secretary of State.

Visit your local Michigan Secretary of State branch office to obtain a title application, or print and complete the application online. If you cannot appear at the secretary of state office, you must sign and complete an "Appointment of Agent" form that allows someone to sign on your behalf.

Provide the secretary of state's office with proof of ownership and valid identification. You must go to the secretary of state office within 15 days of purchasing your golf cart; after 15 days you will incur a late fee.

Pay the title fee at the secretary of state office. As of December 2010, the fee is $15, and an additional $5 for instant titles, which are issued on the same day. You will receive your golf cart title within 60 days.
