Insert a hot glue stick into the back of a hot glue gun. Plug the hot glue gun into an electrical outlet and let it heat up for 10 minutes.

2
Cut a strip of felt fabric with pinking shears to measure two inches wide, four inches long. The pinking shears will make the edges of the strip scalloped.

-
3
Squeeze a dollop of hot glue onto one end of the felt strip.
-
4
Curl the other end of the strip over to form a loop, and press the ends together where you squeezed the glue. Allow the glue to cool and harden completely.
-
5
Place the ring of felt onto a table with the glued edge facing down.
-
6
Squeeze a dime-sized dollop of hot glue onto the top of the ring.
-
7
Press a scallop seashell onto the hot glue dollop, with its interior side facing down.
-
8
Allow the glue to cool and harden completely before placing a folded napkin inside the ring. Repeat this process until you have as many seashell napkin rings as you require.
