1
Taking your two pieces of fabric, face the right sides together so you are seeing the backside of both pieces of fabric. Sew together with 1/4-inch seam all around the fabric. You will need to leave 1 to 2 inches so you can turn the fabric right side out.
-
2
Turn the fabric pieces right side out and iron the piece to make sure it is lying flat for the next step. Fold the open edges inward slightly and stitch the opening closed.

3
Lay the piece down with the side facing up that you want to be seen. Fold the short sides into the middle so they meet, or you can have the edges slightly overlap about 1/4 inch. Pin the edges in place when you are satisfied with the look. Do not turn the holder wrong side out as you will not have the fabric you want showing in the end.

With the fabric you want on the inside facing out, sew 1/4 inch along the ends to keep the folds down. Your holder now looks as if it in inside out. Turn the tissue holder right side out again so you are seeing the fabric you want on the outside.

5
Insert your small tissue pack, making sure the opening of the pack is on top with the opening of the tissue holder.
