Determine whether the type of business you plan to operate requires a license. Navigate to the City of Tulsa's website and access Title 21 of the city ordinances (see References). At the top of this document you will find a list of business categories, ordered by chapter. If your business falls within one of these business categories, you will need a license to operate in Tulsa.

Navigate to the chapter that corresponds to your type of business. Read the whole of this chapter; it is the law under which you will be operating. Carefully study the license requirements. Determine whether you will be able to abide by all of its requirements.
