How to Apply for Unemployed Low-Income Housing in Wisconsin
The U.S. Department of Housing and Urban Development (HUD) administers the Housing Choice Voucher program, which provides a rental subsidy for unemployed persons. Families, persons with disabilities and the elderly qualify for the program as long as additional criteria are met. The Wisconsin Housing and Economic Development Authority (WHEDA) works with residents to complete the application process, acquire a rental unit and ensure the unit meets specific standards.

Contact any local office of the Wisconsin Housing and Economic Development Authority (WHEDA) to inquire about the Housing Choice Voucher program. The program provides a subsidy for unemployed persons and low-income families. Typically, WHEDA has a waiting list that requires a pre-application. When the waiting list opens, the agency publishes announcements in local newspapers and on the Internet. If the list is open, complete the pre-application and wait for the agency to contact you.

Provide documentation about your household's financial information, including employment information for persons 18 years of age and younger. To apply for the voucher program, even if unemployed, you must provide all sources of income, resources and assets. For example, if you receive child support, alimony or unemployment compensation, WHEDA requires documentation. If you have a vehicle, own real estate or have a checking or savings account or certificate of deposit, you must also provide statements.

Collect identity information for each member of the household. You must provide birth certificates and social security numbers for each member. You must also provide a picture identification for those 18 years of age and older.

Go to the required appointment and complete the application. WHEDA will schedule another appointment to complete the interview process once the background check and income and citizenship verifications are complete.

Begin searching for rental housing once your have obtained your voucher. Request from WHEDA a rental listing, which provides information about units that accept the voucher for rent. Contact apartment communities and landlords to submit a rental application.
