Construction projects conducted through the state of Texas are put out to bid by the Texas Facilities Commission.

The state of Texas uses the Texas Facilities Commission to facilitate the letting of construction projects on behalf of Texas state agencies. As of 2010, the commission was overseeing 83 construction projects representing $439 million in spending.

      Monitor the Texas Electronic State Business Daily (ESBD). ESBD is an electronic publication issued by the Texas Comptroller of Public Accounts to solicit bids for state contracts. Click on the requisition number for any project in which you have an interest in bidding. You will be given access to a detailed posting of bid information with links to a comprehensive set of bid documents.

      Obtain the necessary forms and guidelines. The commission has placed the necessary bid and pre-bid forms online. This includes the contractor's qualification form, the non-collusion affidavit and pre-construction guidelines. Complete and submit these forms as required for the project on which you wish to bid. The bid documents should provide guidance as to the acceptable time frame for the submission of the forms.

      Review the list of already active construction projects. Even if you have not won the bid on a new project, it may still be possible to get work on an ongoing project that was awarded to another contractor. The facilities commission places a list of ongoing construction project on its website. This list contains a cursory set of details, including the name of the architect/engineer, contractor, location of the project, amount of funding budgeted for the project and the project time line. Contact the project contractor. The contractor can inform you of the process for bidding for work on a specific component of the ongoing project.

  • New contractors who are interested in bidding on work from the state of Texas may be eligible to participate in the Small Contractor Participation Assistance Program. The program pairs up staff members of the commission with small contractors. The contractors can receive help in the form of pooled insurance, a financing assistance plan for purchasing bonds and safety training.

  • Title 10 Section 2166.003 of the State of Texas Government code exempts transportation projects from the purview of the Texas Facilities Commission. Those interested in bidding for transportation-related construction projects should contact the Texas Department of Transportation, which maintains its own construction schedule.
