How to Get a Shiny Eevee in Pokemon Pearl
One of the hardest things any player can try to do in the "Pokemon" games are catching the "Shiny" versions of their favorite Pokemon. The Shiny Pokemon are rare versions with a different color palette. The chance of running into them are one in 8192, which means that finding one could take days. In "Pokemon Pearl" and "Diamond" you can employ a method called "chaining" to increase your chances but even this method will still take a long time.

Complete the Sinnoh Pokedex. To do this, you must collect all of the Sinnoh region Pokemon.

Talk to Professor Rowan in Sandgem Town. He will give you the Poke Radar.

Defeat the Elite Four to get the National Pokedex. Professor Oak will then give you the Poke Radar Poketch application.

Buy as many Pokeballs, Potions, Revives and Max Repels as you can. Once you start the chaining process, you cannot leave the area or all of your work will be lost.

Put strong Pokemon in your party, preferably ones that can both knock out opponents in one hit and have the attack "False Swipe."

Head to Trophy Garden.

Look for a large patch of grass that takes up most of the screen but does not stretch beyond it.

Use your Max Repel. For the rest of this process, once it runs out, use another immediately.

Activate the Poke Radar. You will see a few patches of grass shake. Walk into them. Once you've run into an Eevee, move onto the next step.

Knock out that Eevee or capture it; the chances are it isn't a shiny. You have now started a chain. You must continue finding Eevees in the shaking grass to continue the chain.

Choose the same type of shaking grass that you just had. There are three types, regular shaking grass, flashing shaking grass and shining shaking grass. For the first two, which ever one you started with keep using. The shining grass will be the one where you find the shiny Pokemon.

Choose the shaking grass furthest away from you. It is always that patch that has the same Pokemon you just caught.

Choose a patch of grass only if you see a total of four patches shaking.

Repeat Steps 10 through 13 until you've reached at least 40 chains. The higher your chain, the higher the chance of the shiny Eevee appearing.

Reset the Poke Radar until you see a patch of shining grass. Carefully approach it and you will find your shiny Eevee.

Use a Pokemon with False Swipe to lower it's HP to 1. Use a pokeball to catch it.

Tips & Warnings
This will take a long time to complete. Take breaks.
Avoid the edges of the grass patches. They will break your chain.
Keep your DS plugged in. If you reset your game or save and load it, your chain will be broken.
