How to Get a Moonstone in Pokemon Soul Silver
The moonstone in "Pokemon Pearl" is the only way to evolve Clefairy to Clefable, Skitty to Delcatty, Nidorina to Nidoqueen, Nidorino to Nidoking and Jigglypuff to Wigglytuff. Moonstones can be found by catching wild Cleffa and Clefairy that sometimes hold them, or by digging underground and searching for them. Wild Lunatone also carry moonstones after a player receives the national Pokedex and if "Pokemon Sapphire" is in the Nintendo DS's Gameboy Advance backward compatibility slot.

Catch Cleffa

Find Cleffa or Clefairy at Mt. Coronet or the Trophy Garden. Weaken the Pokemon but do not make it faint. Use moves like sleep powder or thunder wave to increase the chance of catching the Pokemon. Throw Pokeballs until the Pokemon is captured.

Check Cleffa or Clefairy for a moonstone in the Pokeman status menu. If the Pokemon is not carrying a moonstone, repeat Step 1.

Use the moonstone on a Pokemon by selecting it from the pack item menu. Affected Pokemon will evolve immediately.
Explorer Kit

Go to Eterna City and enter the house next to the Pokecenter. Talk to the man inside the house, and he will give you the Explorer Kit.

Use the Explorer Kit and enter the underground. Search for sparkly tiles on the map. Sparkly tiles indicate treasure. At the location of the sparkly tiles tap the screen with the stylus and use the A button to dig.

Examine the treasure by pressing X to bring up your inventory, then select the treasure menu. Select the moonstone and move it over to the inventory bag with the A button. It might take more than one try to find a moonstone, so dig in multiple locations.

Leave the Underground by pressing X, then selecting the "Go Up" command.

Moonstones are also carried by Lunatones, which can be found at Lake Verity, Lake Acuity, Lake Valor, Mt. Coronet, Sendoff Spring and Turnback Cave only if the "Pokemon Sapphire" game card is inserted into the Gameboy Advance backward compatibility game slot.
When you use the Explorer Kit, you have the chance to win several prizes from the Underground Man in Eterna City. The Underground Man assigns tasks, such as digging things out of walls and decorating your own secret base which, once completed, will earn the player prizes.
