How to Apply for an ID Card From the MVA

If you are a Maryland resident without a driver's license, an approved identification card from the Maryland Motor Vehicle Administration can be used to legally provide proof of age. If you are not a U.S. resident, in order to apply for an ID card from the MVA, you must provide proof to the department that you are legally residing in the country, such as a valid, unexpired passport and visa.

      Provide proof of age, such as your valid birth certificate, valid, unexpired passport, certificate of naturalization or citizenship provided by Homeland Security or an unexpired foreign passport with a valid U.S. visa and attached I-94 statement.

      Verify your Social Security number with a valid document such as your Social Security card, recent W-2 form, recent 1099 form, recent pay stub with your name and Social Security number imprinted on it or a valid document from the U.S. government stating your ineligibility for a Social Security number.

      Prove that you are a Maryland resident by presenting a document such as a utility bill, credit card bill, mortgage account bill, rental agreement, property tax bill, recent checking or savings account statement or Maryland registered voter card.

      Visit your local Maryland Department of Motor Vehicles with all required documentation. To find a DMV location near your home, visit the Maryland DMV website's Hours and Locations map (link in Resources) and click on your county.

      Fill out the application, including all required details on the form and submit it to a clerk for approval.

      Pay the application filing fee, which as of December 2010 is listed on the MVA official website as $15. The MVA accepts cash, personal check containing your address, driver's license and telephone number, and valid credit cards such as Visa, Mastercard and American Express.
