Potential welfare recipients in Illinois must be screened for eligibility before benefits are issued. Low-income families in the state can receive assistance with food, cash and medical care. The federally funded programs are administered through the Illinois Department of Human Services. The DHS office is required to make a determination on whether you qualify for welfare within 30 days from the date you file for assistance. Food and cash assistance are electronically transferred each month to a card that can be used at authorized retailers.

      Locate the nearest Illinois Department of Human Services office using the "Offfice Locator" online tool (see Resource section).

      Visit the DHS office and request an application for welfare. Welfare programs you can apply for include the Supplemental Nutrition Assistance Program, Medicaid and cash assistance. The application can be used to apply for all three programs.

      Complete the welfare application. You will need to provide the Social Security numbers, birth dates and income for each member of your household. You will also need to enter information about your resources. Resources include land, mutual funds and bank accounts. Double-check the application and correct any errors.

      Submit the application to a DHS clerk. The clerk will review the application and give you a list of documentation you need to provide to the DHS office. You will also be scheduled for an appointment to be interviewed by a caseworker who will determine if you are eligible for welfare.

      Attend the welfare eligibility interview. Take the requested documentation to the interview to aid in processing your request for assistance. During the interview, the caseworker will ask questions about your living and financial situation. A letter will be mailed to you within seven days detailing the office's decision on your case.

  • You can also download and print a paper application from the Illinois DHS website. The application can be mailed or faxed to the address or fax number listed on the document. A letter will be mailed to you with an appointment time for an interview.
