How to Test for CDL With Passenger Endorsement in Pennsylvania
In Pennsylvania, a passenger endorsement is required for a commercial driver's license (CDL) if you will be driving a vehicle designed to transport at least 15 people. A CDL with passenger endorsement is a class C license. You must be at least 18 years old before applying for a CDL. Both a knowledge and skills test are required for CDL applications. Pennsylvania applicants should study the Pennsylvania Commercial Driver's License Manual to prepare for the tests.

Go to a Driver's License Center (see Resources for locations). Bring a state-issued driver's license, your Social Security card, proof of residency, such as a lease agreement or utility bill, and a check or money order to pay the appropriate fee. As of 2010, the fee for an initial permit and four-year CDL without hazmat is $73.

Complete and submit Form DL-31CD "Commercial Learner's Permit" (see Resources). Enter your name, address, Social Security Number, date of birth and all other required information on the form. Submit the completed form to a DMV representative. Upon processing the application, if a knowledge test is required, the representative will issue a Knowledge Test Authorization.

Take the required knowledge test at the Driver's License Center. For a class C license, you are required to complete the "Passenger Transport" test, and may be required to fulfill an additional knowledge test based on the type of vehicle you will drive. If you pass the test, the DMV will issue you a learner's permit.

Schedule and take the skills test at the Driver's License Center. The skills test is a road test, which can be scheduled as soon as you have the CDL learner's permit. The actual road test can't be taken within 15 days of receiving the permit. You will be tested in a vehicle similar to the one you will drive. You will be required to know rules of the road, plus vehicle preinspection and post-inspection procedures. Refer to the Commercial Driver's Manual to study for the skills test. If you pass the skills test, the DMV will issue you a CDL with passenger endorsement.
