Determine what role your maid of honor is going to play in your wedding. If you will be having her do some of the planning and making some decisions, you will want to choose the more organized friend for the part. If you will be relying heavily on your maid of honor and she will be having many responsibilities, you will want to choose the friend who has a more open schedule.

Choose a close relative or sibling to be your maid of honor instead. This way both of your friends will be fulfilling the same role and hurt feelings will be spared. They can still share the traditional responsibilities with the maid of honor you choose, such as planning the wedding shower or bachelorette party.

Make them both your maids of honor. It is perfectly acceptable to break tradition for your special day. If you feel uncomfortable with having two, simply call them honor attendants. They can then share the responsibilities that are traditionally handled by one maid of honor.
